When light hits a metallic nanoparticle, the electric field of the light causes the free electrons on the metal surface to oscillate collectively. This collective oscillation is known as a surface plasmon. The resonance condition is met when the frequency of the incident light matches the natural frequency of these electron oscillations. This results in a significant enhancement of the electric field at the nanoparticle's surface.
